window condensation in new home

i have a new modular home with vinyl windows. concrete block walls in basement and poured concrete floor. my heat is electric baseboard. we moved in just as the weather was turning cold. i am now getting water running down all of the windows and exterior doors and sidelights in my home. my builder says this is caused by the home and foundation drying out and putting moisture in the air in my home. he says to use a dehumidifier in the basement and in the living area of my home for this winter and i should be ok by next winter. i live in northeast pa. the temp. outside has been teens and lower. is he telling me the truth?
