Moisture In New Home......

Your builder is correct, moisture in your new house is built in with the new concrete, block, block motar joints, construction lumber, drywall, etc, etc, etc. It will take time to dry out.
However, you need to make sure you aren't adding to the moisture problem by using a vent-free fireplace, by not using the bath exhaust fans when showering, by not using the kitchen exhaust fan when cooking.
Being a new home it is probably built much tighter than homes years ago. You could help the situation with the dehumidifier and also by cracking open a couple of windows to allow for some fresh (low moisture content)air to enter the house. However, with the electric heat you may be talking $$.
