you definately need to have drain tile behind the wall. and a big note for the installer is that the 3/4" crushed rock that goes behind the wall goes all the way to the top to ensure full drainage and no fear of saturated or frozen ground pushing the wall out.

railed is fastened to the block cap ,by drilling and using concrete screws.
