Water Pipe Temperature

I have a crawl space with pipes that are will freeze if I don't keep the access hole open. (I prefer it closed--house stays warmer)
My question is what is the best way control the crawl space temp to be just above 32 degrees? I also want to know if there heating coils you can wrap on the pipe that can be thermostat controlled?
