I frown on heat tape if it can be avoided but it works. We use steam heat lines at refineries. But maybe a fourth of the frozen pipes I fix in homes have heat tape on them.
You need a good installation job as Mr. Kestenholz addresses. Tape tight and insulate around it. Heat tape is a very gentle heat and if you don't hold the heat in or if it's not tight on the pipe you lose it's value.
