Opening wall/ceiling to fix pipe banging

I have come to a point where I believe I have pipes inside the wall/ceiling, that are hanging loose, and need to clamp them.

How do I start opening the wall, taking care of the electric cables that might be inside the wall. How do I scan the wall from outside to check if there are electric cables inside that I may not cut off, while ripping open the wall??

Is there any gadgets in the market that can do a "scope" to help do a clean job.
