Kenmore Water Softner #625.348600???

The water in the tank of my sofner is about 4 inces above the salt pellets and looks really nasty. It just doesnt appear that its pumping the water from the brine, for some reason. Ive cleaned the Venturi and all of the screens I could see and also cleaned the black tube that connects the Venturi to the Brine. I am just lost and am wondering if I should dump all the salt(half full) and water out and clean the tank good and put new salt in it. What could be causing this????
