check that the soffits have vents and no insulation blocking the flow of air over the top of the wall(1 inch gap for air flow minimum). whether there is proper vents on the roof. either low profile(not good in snow country) or whirlybird/turbine vents.
.....but it could also be that no roofing felt was layed over the entire roof before shingles were put on. having the roofing felt underneath guarentees that when wind driven rain gets up under the shingles ,that the roofing felt helps to keep the roof decking dry and allows the water to flow out to the edge of the roof...
