I have never seen a downrod welded in, and I have installed LOTS of ceiling fans. Usually the rod is fastened in a round ball that can rotate in the mounting bracket. What holds the rod in the round ball is a steel pin inserted crossways. There should be a small screw that locks the rod to the ball; loosen that and the rod will come out and the pin will drop out. Then install the rod you want in its place.
