Garage door remotes don't work until real close to door

I have been having this problem for a couple of years. But being locked out of my house in the cold last night is finally making me do something about it.

My keypad does not work once the temperature gets below 20 degrees. Additionally, my car remotes don't work unless we use them within a couple of feet of the garage door. Could this be some sort of sensor receiving problem? How can I fix this?
