Manually, you can use a handtool called a SPUD. It is a 36 inch long handle with a replaceable, 3 inch wide blade screwed to the end. It takes a good amount of muscle, but it is very effective at removing vinyl tile or sheet vinyl. In some cases you may also need to heat the flooring with a torch if the mastic is extremely hard and well bonded.
If you are not very athletic, or have a lot of floor area to demo, there is an electric spudding machine about the size of a vacuum cleaner. Building equipment rental stores have them for about $50 to $75 a day. Be sure to buy new blades with the rental.
After spudding up the tile you still need to get down on your hands and knees to scrape off the remnants. The hand spud described above is helpful at this stage. Some commercial companies sand the floor after this stage to ensure smoothness. If you are putting down new tile, even the smallest piece of debris will telegraph through as a lump.
