Superior walls with French drain

I'm wondering if anyone has a little experience with the installation of a french drain with pre-cast Superior basement walls in a new home? It was my understanding that this foundation came complete with a french drain system. I watched them install perimeter drain lines around the outside of the foundation and on the inside of the foundation walls that were perforated on the bottom. They then installed drain lines from the outside edge of the foundation under a driveway and over to a point where water could drain out away from the house. The builder is now contending that the drain lines outside the foundation are not part of the french drain system and has added that as an expense to the allowance for the driveway construction. Am I wrong or does this not make sense?
