Yes, freezing in basement

It is very cold in my basement. Some of the basement is above ground, and the brick wall is over 100 years old. The pipes froze, because of exposure to the outdoor, mid-atlantic, frigid temperatures lately. There used to be a window in this space that is not sealed properly, and there is a hole for a hose bib. I need to figure out a way to insulate the wall, so the cold air stays out. Was this post helpful? Yes: or No:
