Freezing Furnace.....

You apparently have a high efficiency furnace with a fan driven combustion fan.
Do you have a screen on the outlet of this pipe? if so, remove it. Also check for any partial obstructions such as a bees nest, bird nest, etc.
The warm, moist air from this vent must be allowed to disperse freely. The vent pipe needs to be away from the ground, walls, etc.
