Fire Stops

I'm renovating a small room on the first floor of an old house (1890's). We've removed the plaster and lathe and plan to insulate with fiberglass. On the exterior walls, there are 2 or 3 courses of brick cemented on top of the sill between the studs. I assume this was intended as a fire stop since the house has balloon framing. The problem is that the bricks are loosely set allowing a lot of cold air to come in from the outside. I would like to remove the bricks and insulate down to the sill. Will the fiberglass insulation now act as the fire stop or should I do something else (or just not remove the bricks and live with the cold air)?
