** When I try to Wash a load of clothes at start of cycle the washer does not fill,it starts in the wash cycle and goes through the normal cycles and doesn't rinse **

If the washer isn't filling, the timer shouldn't advance to the wash cycle. See the following link:

How does a washer's water level control work?

Are you absolutely certain it isn't filling? Could it be possible that it IS filling but also draining as soon as it fills so no water remains in the tub? See the following link for possibilities for that.

My washer doesn't seem to be able to hold water. What's the problem?

If the washer is definitely not filing and the water valve is good, power to the water valve will have to be traced to see where it stops. Possibilities include defective water level control, water temperature switch, bad timer or bad wiring in the circuit between them.

BTW. If you require any further assistance, please post the machine's model number so we can find out how it was designed and what components it uses which might be responsible for problems. You can find tips for locating the model and serial number tag on your appliances in the 'Repair Parts' section of my site linked below.
