Slab on grade construction ?

First.....You need to slope the dirt away from the Slab foundation........and divert any gutters away from the building.......

Then address the sill/slab joint.....you need to attack it from the outside......remove or loosen the lower siding (?)....... and waterproof the joint......

That might involve a butyl caulk.......flashing ....or even a waterproof membrane..........

The sill may also be loose on the slab requiring additional fasteners.......
