Water softener drains constantly...

I have a pipe running outside that the water softener drains through. I noticed it was dripping the other day but the softener was not regening. The only time water should be flowing through the drain pipe is during the regen process correct? Any idea why it is draining and how to fix it?

Also, it is ok to drain the softener into my septic tank? Will the salt have any negative effect on the tank or my septic system?
