You may remove the temperature limit stop. (Go to Jail). You do not need to turn off the water. Take off your handle and there is a half moon white plastic piece that is installed to keep the handle from going all the way over to the left. And thereby limiting the temperature of hot water you are able to receive.
We set the limit stops by using a thermometer in the water that comes out and we locate it so that water above 120 degrees cannot be received. Your plumber may not have set the stop.
