cracking basement

I live in Ohio, near Lake Erie. My house was built in 1976. The soil is clay. Wall anchors were installed prior to my buying the house 4 years ago. The basement floor developed a crack which has since spread and in some places there is an inch height difference between the levels of floor on either side of the crack. The basement walls are cinder block and are cracking in a step pattern along the joins. Some kind of adhesive has clearly been used on the joins in the past.

a. Should I panic?
or
b. Is this natural movement on clay soil?

If a. any advice on how to stop the house falling down around my ears?

If b. at what point do I panic?
