You should not replace the baseboard heaters. What you are seeing is dust that has been convected through the fins, and has deposited itself on your walls. There is no ignition or burning of any fuel in the baseboards, there is only hot water circulating through them, so the soot could not come directly from the baseboard heating itself.
Remove the front cover, and thoroughly vacuum the fins, being careful not to bend or distort them.
If you regularly burn candles, smoke cigarettes, or have a fireplace, the smoke from these being drawn through your baseboards could be the cause of the soot.
