The picture is nice but it doesn't show much in the way of construction details. Based on what I can see, you would need a pretty decent table saw or a circular saw both with jigs for making straight cuts and miters, a saber saw, an electric drill and bits for countersinking and drilling holes and a power finish sander would be a big help. If you use stock moldings, it doesn't look like you really would need a router.
One question is the canopy frame. It looks like this is made from PVC pipe and fittings with "porch railing" balls on the top. These are common home center items and easy to work with. The question is how the frame attaches to the bed section. Drawer sliders are another issue and there are several ways to frame for these or for ball bearing slides.
A general comment is that building from a picture is OK if you have some experience. It's a lot easier if you have dimensioned drawings. And it's a lot easier again if you have dimensioned drawings, written process directions and cutting lists. If you don't, I strongly suggest a good book on making jigs for doing various kinds of cuts.
You will have at the very least $500 in tools and tooling if you are starting from not having anything but one hammer for hanging pictures and one screwdriver for tightening pan handles in your house. You will also have $2-300 in materials for the bed and more for the fabrics. If you want to continue on from here with woodworking, this is not a bad project to start on. You might check your local library for books with similar plans and directions that you can adapt for this project. You might also look through back issues of magazines for these either on the web or in your library. Your library is a great resource.
