What type of range and what type of burner??
If an electric range and conventional 'coil' surface element, Dodgeman's suggestion may work. The main bulk of the plastic material may be able to be chipped or scraped off using a utility knife (being careful not to cut into the element itself) and then any residual remains burned off by using the element on high (in a well ventilated kitchen of course and with all house pets safely out of the way). But those elements are usually fairly inexpensive so just replacing it may not be out of the question.
If an electric Ceran® (ie. glass top) stove, such an occurrence is suppose to be cleaned *before* the surface has fully cooled. The only way to get it off is to scrape it with a razor blade scraper (see the following link) but once cooled, may pull chunks out of the glass surface itself. Maybe try warming it and the surrounding area with a hair dryer first to try to soften it a bit before scraping. I don't know if turning the element back on would be a good idea as it may melt in further into the glass top.
