...if some of the tiles do come up when removing the carpet, it is not absolutely necessary to level those sections.
But if you choose to skip that step, look for an underlayment called "Quiet Walk" manufactured by Midwest Padding. It is a rolled felt material, with an attached vapor barrier, far superior to polyethylene foam, and in my opinion the best laminate underlayment on the market.
Foam underlayment is too thin and compressable to effectively buffer the voids left by randomly missing tile. Not to mention that it does nothing for sound absorption. It is mostly used by rehabbers that are not concerned with using quality materials.
