recessed lights

to drill into the concrete you need a hammer drill, perferably a Hilti drill. or of that size. Then you need a core drill bit to meet the size. You can also use other tools such as a rescue saw to cut with. You need to use diamond tip blades. However, I do not think that installing the lights in the ceiling would be possible, due to the room needed and the heat that some of these units put off. However you could install a drop ceiling and install the recessed lighting then.
