You have not clarified whether or not you will have basement bedrooms.
If so, then the most sense is made by installing escape wells. Here's why:
First, your widows and their rough openings will be completely above grade. This means there is far less ability for water to enter a window above grade than a door below grade (such as with a Bilco door).
Second, because it is difficult to retrofit either a pre-cast concrete stairwell for a Bilco door or a block constructed foundation for a Bilco door to the foundation and keep it entirely waterproof where they join the existing foundation, Bilcos will almost always be more difficult to keep dry and water out of your basement with them.
On the other hand, if you have no bedrooms, can use the access to the basement from the outside for storage, and have the room...a Bilco makes far more practical sense for ease of access than a window escape well. Was this post helpful? Yes: or No:
