leaking water pipe

hello,
i have a problem with a leaking pipe. i just bought a brand new condo, but recently noticed that when my upstairs neighbor is taking a shower, i can hear drips of water that seem to be hitting my ceiling. to me it seems like a leaky pipe somewhere betweet my ceiling, and my neighbor's floor. this really has me worried, and as a matter of fact, any water damage is worrisome. i'm wondering if i'm correct, and if i am, if a plumber would need to cut a hole in my ceiling to get to the pipe??? would this be my responsibility or the Homeowners Association? i can also hear the same drips in the guest bathroom, as well as above my kitchen. any help would be greatly appreciated!
