ceiling insulation

I have a cottage w/ exposed 2x6 rafters on 24" centers. Approximately 4 inches of the 2 x 6 are exposed. We want an efficient/cost effective way to insulate the ceiling. We will be adding cedar panels to cover whatever changes to the ceiling we make.
