The asnwer is no because codes do not allow for variations in riser heights beteen any riser in a single stair to vary by more than 3/8ths of an inch.

If you increase the lowest riser height by 3/4" and effectively decrease the highest riser by 3/4", you have created a fall hazard because there will be a variation between those two risers of more than 1 1/2".
