Air-Conditioner Unit

I am moving to a new house and I want to install a central air conditioner unit.
A lot of people are suggesting to put the unit on the roof, because it will cut down the cost of electricity. Is it true? Or it really doesn't matter if it's on the roof or the ground? Does it use more electricity to force the air up or down?
