You cannot just roll them in, as the concrete will move to the surface and you will loose the effect.
After the concrete is poured and struck off, imeadiately spread the oyster shells on the surface and trowel them into the surface slightly.
Then spray a concrete retarder (available from the same place that will deliver the concrete) on the surface. Cover the concrete and let it sit until the undersurface has set up well. Usually 2 to 4 hours. Follow the instructions on the retarder. Then remove the cover and spray the unset concrete off of the surface. You may have to scrube with a broom/brush some.
This is the same process used to produce "exposed aggregate" concrete.
After the concrete is fully cured, seal it with a good sealer.
