Use two separate layers of thermopane glass. The two panes are separated by about 4 inches. There is small venting between the two layers to prevent condensation buildup. Very effective. Even the Concord taking off from CDG only sounds like a soft rumble. Of course the walls are 12 inches thick too! The downside is the windows do not open for fresh air.
