Without seeing your lawn firsthand, and running some tests, it is difficult to determine just what you (your lawn) needs.
If it is compacted soil, it may have to be completely rototilled. Lime may have to be added, topsoil added, etc, etc, etc.
If I were you, I would contact a local gardening center and ask them to come over and make their recommendation. They usually will do this at no charge.
As a minimum, it sounds like it should have some topsoil raked into the bare areas, overseeded, and fertilized. Consistent watering is also important.
