you could cheat and give the water more perk room to go deeper into the ground by getting a motorized post hole auger and drill down as far as you can then put in a piece of vertical drain tile with a cap on top(bury the top of the pipe) and then fill around it with crushed or drain rock.
the holes may still have water in them but allows the water to get deeper quicker, hopefully into some better draining soil.
