I just moved into a home with concrete porches that have previously been painted and the paint is chipping horribly, and there are a few areas that hold water when it rains, I sanded the chipped areas, primed and painted but it is chipping/peeling again, and scratches off easily in some areas but them others are fine, whats the deal, what should I do?
