Unplug the pump and ohm it out to ground..

* If you have an ohmmeter, set it to the highest scale and meassure from either lead to earth ground. It should be totally open, no resistance to ground.
* If you do have a reading, replace the pump. Insulation inside the pump could also be breaking down with heat. Mesure when the pump is hot..
