toilet flapper as tomh has already stated.another way to check this ia to put food coloring into the tank.then if the bowl water turns color without flushing then you know thats it.
thinking about it it could also be the toilet fill valve but that would be a no brainer after you lift the lid and look inside and see the water going above the overflow pipe.
