Why not start with how tile is made? Tile is made from clay that is formed and fired to drive out most of the water in the clay. Then glaze is applied and the tile is fired again to melt the glaze into the surface of the clay and to harden the clay further.
From that basis, you can not reglaze tile unless you put more glaze on the tile and you can heat it in a kiln to a temperature high enough to remelt the first glaze. What you get after that will probably be a mess of glaze color as process control will be a big unknown. The time and temperatures for glazing depend on the products used. You don't really know what was used on your tile at the factory so you will not know how to fire more glaze, even if you could.
There are paint-type products that help paint stick to tile better but they just improve adhesion. You still end up with a painted surface and it will not be like tile. If you want to change the color of your tile, and have it still be tile, you will have to replace the tile. This is a process that can be done by a homeowner.
