attic renovation

our attic is currently lots of wasted space. we would like to renovate inexpensively. i have seen articles and pictures of attics that have just been painted rather than insulated and drywalled. i love the look. how can we be smart with our utilites - heat and cool the attic but keep the bare painted rafter look? or do we have choose? we are also considering a dormer or 2, and a skylight. any advice about either is helpful. thank you.
