Bilko cellar door hole

I have this door for 12 years. I did as I was told to paint and prime. i did it with Rustoleum.....a few times during that period. 2 years ago i noticed rust around the 'template' or label that the company had put on near the bottom of the slanted door. I called and explained my concern and the guy sent me a cauling tube. I couldn't understand that, but I did use it. Now, as I wad preparing to repaint the door, there is a hole the size of a quarter. Now, I can't paint till that hole is fixed. Can someone tell me how to handle this? I noticed also that the price of this door has now almost doubled in price.
