My guess is that this deck is cantelevered by extending floor joists under the bedroom to the outside, it was then probably covered in plywood and protected with felt paper. I encourage you to get some professional assistance with this, but if it is constructed as described above, you can strip the plywood and felts, and install mahogany deck-boards. Treat all wood, including the joists with a penetrating oil stain for protection. Rainwater will drain through the deck preventing backup into your bedroom, but this may be a problem for the deck below.
