I should say that OSB or plywood subflooring MIGHT NOT qualify as a vapor retarder because in some cases they can depending upon the type of wood from which they are constructed, the type of gluing, and whether any coatings may be present(such as vinyl flooring, flooring adhesives, vapor barrier paints, etc...
If the space is ventilated, no vapor barrier is required.
