1) Spray all with Round-Up or equivalent weed killer.
2) Let it sit for a week. This gives time for weed killer to soak all the way into the weeds.
3) cut and haul away the weeds. This keeps them from clogging up the roto-tiller.
4) Use a roto-tiller to soften up the top 8" of soil
5) level out those 8" of loosened soil
6) repeat steps 2 and 3 as needed
7) Compact the soil. Walk on it, stomp on it, a lot.
8) Soak it. Needs to get over-saturated down to many inches. Turn it all to mud.
9) Let it dry for several days.
10) Repeat step 5
11) Rake it all smooth
At this point you can follow normal grass seed planting process.
For sod you can skips steps 1 and 2, and planting grass. A lot more money, but about 6 weeks quicker.
