I work for a large construction equipment manufacturer. If a dealer calls into replacement parts and the part is not in stock, we will pull the required part directly off of the assembly line to keep the customer up and running. We have even been known to pull a part off of a completed machine ready for shipment, just to satify a customer.
I think if you raise enough fuss with the dealer, regional service manager, and even with Carrier directly, you could have the parts FedEx'ed next day to you.
It seems odd that both would fail. Are you sure they are charged correctly?
72,000 btu/hour of cooling seems like a lot. What size is your house?
Are the fan speeds set correctly?
