OUTSIDE SHOWER SHOCK SAFE?

We recently had an outside shower installed on our home which is only 3yrs old.
Every once in a while when turning on / off the shower we receive a minor shock when using the handle. Shock is like placing a 9volt battery on your tounge, or a mild static electic shock. The plumber checked and did not hit or nick any wires. Our plumbers electician said this is common and not a hazard. Another plumber we spoke with said it's not common and can be very dangerous.
Is it a dangerous situation to receive this shock?
