nearly flat roof

We have a roof on our cabin with very little pitch. We have had leak problems in the past and want to correct it once and for all. We used roof trusses on 24 inch centers and this was probably our first mistake. Is there a way to fairly cheaply fix the problem without rebuilding the roof. We have double coverage on the roof currently. Also, what is the deal with heat tape - we would like to lessen the occurrence of ice dams. Thanks a lot!
