Rotten or dead animal smell in garage

Have been in house for almost a month,about two weeks ago started to smell a very rotten or dead smell. It is very strong in the garage and permeates through the house, but not in all the rooms. Can smell in downstairs bathroom, hallway, kitchen and sometimes the bedroom over the garage. The house is a split level house. We are also seeing gnats flying around. Who would we need to call to find what the problem is or does anyone know what it could be. Please help, cant stand. Feel like we have a bum house. Thanks,
