vapor barrier

Hi all,

My house has no insulation so I am in the middle of removing all the drywall from the inside of the exterior walls (and replacing all electrical) and installing regular wall type insulation.

Question: Is the paper vaper barrier attached to the insulation sufficient or should I also include a plastic vapor barrior? The history of the house is that it has a crawl space that has had water issues in the past (due to illegal grading of a property up the hill), so there is a risk of uncontrolled high humidity (my main concern is the winter time when all the windows are sealed up... mold)...

The wood work inside the walls seems to be in excellent condition and with no exposure to moisture...
