what to do with awful neighbors!!

I live in a gated community with hoa rules and restrictions and I have some awful neighbors!! They were partying past the 10PM party curfew on independence day still partying at 1AM. I contacted the hoa, they were sent a warning.
Then on 4th of July they were partying once again and had the barbeque grill almost in the garage. I told them to move it to the back. Later they were shooting fireworks-Not Allowed. I just left a copy of the HOA rules for parties, but they still partied until about 2AM. I called hoa at 10:30PM (30 min past curfew) but was told all hoa could do was send another warning. So they did.
Another party for their birthday a few weeks ago. Hung a vulgar banner over the front doors and were throwing gasoline and lighting it in the yard. Some girl stood at the street on a cellphone yelling obscenities and f word, etc. Also some guy was on the roof and they were throwing lit fireworks over the fence into neighbors yard. I called the police, but the party quickly quieted right before the police arrived. Police left without getting out of their cars.
No matter, this week I heard one of the residents of the house came home drunk. They stopped at the gate, but they did not have their id or keycard or any proof of residence. The guard did not recognize them, so he did not open the gate and told them to leave. They just drove through the gate instead!!
Also heard they demolished a mailbox and they are not picking up newspapers, etc.
What can I do? All the hoa does is give warnings! Also how do they know when the police are near?
