A house on a slab should not be more to heat unless the furnace is in the attic and/or the ducts are in the attic and they are poorly insulated. A house on a poorly done crawl space will be hard to heat no matter what. Both houses present plumbing problems. I would only consider a house with a basement unless it's florida and water is 1 foot down or you are on a granite cliff.
